2025 STAS EXPLANATION

AFHT in Pasco

This claim is for Engineers called out of the hotel in Pasco to DC trains back to Pasco.

 

  1. You are due 1 basic day or miles whichever is greater, for each train relieved. (If you go get two trains at Eltoia and Cactus, you get two basic days. If you go to Fishtrap and bring it back to Pasco you would get van miles and rail miles.)
  2. If you are instructed to go get a 2nd, 3rd, Etc. train, you MUST list ANY rested Engineer in Pasco for each train. (This includes Pasco crew base and Hauser crew base.)
  3. If you then get in a van to DH to Hauser you then get the trip rate home.
  4. If you are required to tie up again at the hotel, you receive the trip rate for the 1st train and 1 basic day or miles whichever is greater, for each train relieved. AND overtime after 8 hours on duty regardless of miles claimed or run.

 

On your working ticket claim code MS;

Claim 260 miles for relieving train GABCTGF123A at Cactus. Departed Pasco 0600 arrived Cactus 0700.  Arrived Pasco 0800. 2nd train (J Grimes rested) in Pasco GJKLYUI045A at Eltopia. Departed Pasco 0900. Arrive Eltopia 1000. Arrive Pasco 1100. Claim trip rate, boarded van in Pasco to deadhead home at 1200.

OR

On your working ticket claim code MS;

Claim 160.4 miles. Depart Pasco MP142.5 in van at 0600. Arrive W. Tokio MP62.3 at 0800, 80.2 miles. Relieve train GGFDPAS114A and operate. Arrive Pasco MP142.5 1000. Total 160.4 miles. Boarded van at 1100 for trip rate home.

 

Note: If after performing either one of the examples and you are required to tie up back in the hotel.

On your working ticket claim code MS;

Claim trip rate miles for relieving train GABCTGF123A at Cactus. Departed Pasco 0600 arrived Cactus 0700.  Arrived Pasco 0800. 130 miles for 2nd train (J Grimes rested) in Pasco GJKLYUI045A at Eltopia. Departed Pasco 0900. Arrive Eltopia 1000. Arrive Pasco 1800. Claim all time in excess of 8 hours(5 hours, OD at 0530 Tie up at 1830 ) regardless of miles run or claimed.

This claim is for departing the terminal limits a second time after exceeding 100 miles in aggregate. In simple terms, add up all of the miles that you run when departing the terminal and returning once they exceed 100 miles and you depart the terminal again you qualify for a 2B claim

Hours of Service Relief

There have been questions raised about what happens if you relieve a crew inside the terminal with hours left to work and what rules/payments would be associated. Here we go…

IF

You are in STAS service and you are instructed to relieve a train inside the terminal and that crew you are relieving has MORE than 2 hours before they expire under the HOSL law when they tie up, you will be due a Y2 payment for Road crews performing Yard work.

IF

You are in STAS service and you are instructed to relieve a train inside the terminal and that crew you are relieving has less than 2 hours before they expire under the HOSL law when they tie up, you can perform any work that train was standing for without penalty.

This claim is based on the March 28th 2005 L.O.U. between BLET GCA Chairman Peirce and LR Representative Bouldra in part as read below:

It is understood that an extra board engineer or pool engineer where there are no trip rates called. in short turn around service are permitted to complete the work of a road train whose crew has expired under the Hours of Service Law that is entirely within switching limits. This contemplates that the relieving crew merely completes the work that would have normally been completed by the former road crew, and in no way permits them to perform work that would normally have been completed by the yard crews. A train that is entirely within switching limits will not be considered as having expired under the Hours of Service Law unless its crew is fully relieved within two hours of expiring under the hours.

 Claim 100.0 mile penalty instructed by (Trnmstr, Yrdmstr or Dsp. name) at (Time/Date)  I relieved train at  (Time) at (Location). The Engineer had xxHours and xxminutes left to work before being DOL when tying up. This is Yard crew work per LOU dated March 28th 2005.

Your are coming in from the distant terminal in combined service or DH and you are instructed to dog catch a train  INSIDE the terminal regardless of how much time they have left you would put in a penalty as listed on the next page.

Language:

 Claim 100.0 mile penalty instructed by (Trnmstr, Yrdmstr or Dsp. name) at (Time/Date) to relieve (trainx-xxxxxxxx) at  (Time) at (Location). I am a thru freight Engineer in combined service and not STAS.  This is Yard crew work per LOU dated March 28th 2005. I was called in thru freight service on the _____pool.
